Encounter Data Processing of Special Characters

CMS suggests/encourages excluding the submission of the following special characters to avoid file rejection in EDPS:

accent grave, accent acute, or diaresis in conjunction with A, E, I, O, U, Y, a, e, i, o, u, and y (e.g., À, Á, Ä, è, é, ë)
characters A, N, a, and n with tildes (e.g., Ñ)
